The Licensing and Alcohol Harm Reduction team actively manages nearly 9,000 licensed premises across Hampshire and the Isle of Wight.

The team consists of a dedicated Inspector, Sergeant, ten police constables, a licensing officer and four administration officers. They are located throughout the two counties and their purpose is to ensure that every licensed premise actively promotes the four licensing objectives, namely:

  • The prevention of crime and disorder
  • Public safety
  • The prevention of public nuisance
  • The protection of children from harm

The team:

  • Review all applications for licensable activities and make representations on behalf of the Chief Constable where this is felt to be appropriate and necessary
  • Work with the licensed trade and other stakeholders to promote best practice and provide support, advice and assistance where required and playing a key role in enforcing licensing legislation ensuring that they comply with and promote the four licensing objectives
  • Work with our partners to provide a joint response to licensing issues (for example, working with Trading Standards tackling the sale of alcohol to children)
  • Assist our Neighbourhood Teams in tackling alcohol-related issues
  • Provide advice and support to our communities in relation to licensing issues
  • Provide an operational licensing response at times of peak demand
  • Play an integral part to the planning stages and policing of the numerous festivals that take place in Hampshire and The Isle of Wight.

Under the Licensing Act 2003, local authorities are responsible for administering, granting, suspending and revoking licenses - the police are merely consulted in their capacity as one of several responsible authorities who are able to make observations and representations regarding specific applications.
